More UK & European channels required to provide subtitles and other Access Services

83 domestic TV channels and numerous European channels will be required to provide Access Services, such as subtitling, in-vision signing and audio description, in 2016. 

From 2016, BBC Alba, ITVBe, ITV Encore, Sky Sports 5, BT Sport 2 and Fox will be required to provide these services for the first time, in addition to existing channels already providing access services. And a number of services licenced in the UK, but broadcast in Europe, such as Denmark's TV3 Sport 1 and TLC in the Netherlands will also need to provide Access Services.

The announcement containing which channels will need to provide Access Services is part of Ofcom's regular review of services as required by the 2003 Communications Act. According to Ofcom, channels found on the list are required to provide Access Services to enable audiences with "sensory impairments to understand and enjoy TV programmes."

79 channels are required to meet full current annual requirements next year, including a 100% quota for subtitling on the BBC's TV services except Alba, Parliament and Red Button, a 90% quota for ITV and Channel 4 and up to 80% quota for other channels on the list, depending on how long the channel has been on air. All 79 channels are required to provide some programming with audio description and in-vision signing.

BBC Alba, S4C, Cartoon Network and Boomerang have lower requirements.

Poland: 13 Ulica, Animal Planet, AXN, AXN White, Cartoon Network, Discovery, Discovery Science, Investigation Discovery, Travel Channel
Sweden: Discovery, Kanal 5, Kanal 9, Kanal 11, TV3, TV6, TV8, TV10

*In the Republic of Ireland, usually BBC Northern Ireland is provided to cable and satellite viewers.

  1. What platforms are these Non-UK channels carried on to justify Ofcom to say they must carry subtitles? As some look like local channels for their respective countries to seems odd to me, unless I'm missing something ??

    1. Even though they don't broadcast in the UK, these channels are licenced by Ofcom and have to follow their rules.
